TBL ended 2023 with a surplus of $2,227,411
The session is chaired by Mayor Richard Burcombe in the presence of councillors, the Director General and the Clerk; nineteen citizens attended.
Questions – On the future of the project located on the grounds of St-Paul Church, the mayor responded that no new project is currently in the pipeline. The cycle path on Victoria Street will be modified and deployed on both sides of the street to make it safer. TBL is studying the possibility of acquiring, by virtue of its right of pre-emption, the Coderre flour mill parking lot on the footpath side. The mayor explains that he is waiting for a purchase offer to be submitted on the said land before deciding, within 60 days, whether the municipality will purchase it or not.
Treasurer Caroline Cusson tabled TBL’s latest financial statements for the year 2023. The city has a budget surplus of more than $2 million, which is much less than the $5,749,446 accumulated in 2022. This year again, transfer taxes (welcome tax) are largely responsible for this surplus. The Town’s long-term debt rises to $22,928,700 from $16,497,000 in 2022.
Administration – A new leisure services coordinator has been appointed, Andrew Bourget. Olivier Côté-Thibault is appointed technician responsible for applying the Town’s bylaws, which gives him the right to visit properties, to ensure compliance with regulations for the issuance of permits, notices of compliance or any authorization or permission.
Miscellaneous – an amount of $301,000 will be allocated from the budget surplus for the modernization and maintenance of the sewer and wastewater network. TBL is creating a special fund of $1.5M for the acquisition of properties in order to activate its right of pre- emption.
Loans were refinanced by issuing bonds for $2,092,000 at an average rate of 4.62%.
Public safety – The members of the nautical patrol are named Darren McJannet and Jean-Luc Marcil. They will be authorized to issue tickets.
The Council adopts the Charter for the well-treatment of seniors.
