Special Meeting July 3

The mayor and all councillors were present except E. Whitcher. There were five residents present.

The owner of the field adjacent to the Town Hall has agreed to sell a maximum of 57,049 sq ft of land to the municipality at a price of $1.40/sq.ft. Application will be made to the CPTAQ (Commission de Protection du Territoire Agricole du Québec) to use the land for non- agricultural purposes. When CPTAQ approval has been granted and plans for a modest addition to the town hall, a well, septic system, additional parking space and a garage have been completed, the pur- chase will be finalized.

The following motions were approved: purchase of a computer; authorization of Annie Brousseau, the interim Building Inspector, to enforce municipal by-laws; hire a part-time accountant; engage the Human Resources service of the FQM (Federation of Quebec Municipalities) to assist with the hiring of an assistant Clerk-Treasurer and a Road and Infrastructure Manager.

July 15

The mayor and all councillors were present except Nancy Lanteigne. There were approximately 15 residents present or on Zoom.

Town Planning – 21 permits with a total value of approximately $850,000 were issued in May and June. All construction has been stopped on a property on Glen Rd. due to failure to comply with municipal planning by-laws. Corrective action has been ordered. 

Administration – Contracts to renew the municipal website, production of the newsletter, CAUCA-emergency alert system, and municipal photocopy machine rental have been signed.

Roads and Infrastructure – The contract of Martin St-Jacques has been extended until August 12th. A two-year road maintenance agreement with South Stukely has been signed to undertake all maintenance on the sections of Highland and Parc des Sapins roads that extend into West Bolton. A contract for snow removal on roads in Zone 1 of West Bolton has been signed. A set of recommendations to improve safety of the Bailey-Spicer intersection has been received. They will be carefully reviewed and action will be taken. Questions of speeding and road safety at this intersection was the main topic of discussion during the Question Period.

Environment – A petition from residents on Inglis Rd. at Sally’s Pond concerning problems with garbage collection was presented and discussed. Discussions with the contractor will be held to resolve the problems.

August

The mayor and all councillors were present except Nancy Lanteigne. There were five residents present.

Town Planning – 14 permits with a total value of $920,382 were issued in July. All six members of the CCU will take a training course provided by the FQM. DronEstrie will be hired to make an aerial video to inspect a property.

Administration – The Code of Ethics for municipal employees will be reviewed and updated. The “Welcome Tax” is not paid when a property changes ownership within a family. In future there will be a charge of $200 to cover municipal costs of changing ownership records. Holly Chapman has resigned as Receptionist at the town hall, she will be replaced by Caroline Chrétien. Mount Foster Road will be re-named “Mooney Impasse Mooney” to avoid possible con- fusion with Foster Road during emergencies. Stephen Mooney was Mayor of Bolton Township in the 1870s and the extended Mooney Family owned several farms in West Bolton. West Bolton was officially founded in 1876.

Roads and Infrastructure – The contract of Martin St-Jacques has been extended until Sept 9. The contract to replace a major culvert on Glen Rd. has been cancelled because the provincial subsidy fund has been depleted and cannot provide the subsidy required to pay for the work. A new application for a subsidy will be filed. Fallen rocks in the ditch on upper Paramount Rd. will be broken up and removed.

Environment – Negotiations with the MRC for a new garbage, recycling and compost collection contract will be coordinated by Mme Pépin, Interim manager.

Leisure – The agreement with Cowansville to permit West Bolton residents to use the swimming pool and pool training activities has been extended.
