The mayor and all councillors were present except Nancy Lanteigne. There were six residents in attendance.
Town Planning – Fifteen permits with a total value of $6,204,545 were issued in August. Members of the CCU will receive training on provincial requirements to protect streams and ponds, agricul- tural zoning and riparian zones. An urbanism consultant will be hired to provide advice on complex cases.
Administration – The Employee’s Manual, Code of Ethics and Internet Policy for municipal employees were adopted. The Nez Rouge program was supported.
Roads and Infrastructure – The contract of Martin St. Jacques has been extended until Oct 14th. No applications have been received for the position of road maintenance manager. A large cul- vert on Stagecoach near the intersection with Fuller must be replaced. An estimate of costs will be made followed by an appli- cation for financial assistance from the provincial road program. Brush and tree branches will be trimmed on all roads before winter.
Speed Limits on municipal roads – West Bolton has about 30 named roads totalling 67 kilometers within the municipality. Consultations on road safety and speed limits have been held with the Sûreté du Québec and municipal safety advisors. A new bylaw 463-2024 on speed limits has been proposed and approved as a Notice of Motion. This bylaw lists the roads in three speed cate- gories – 40, 50 and 60 km/hour based on frequency of homes, hills, intersections and curves as well as road width, lines of sight, length and use for travel across the municipality. The bylaw will be posted on the municipal website in the coming weeks.
Environment – IDEC water quality tests at six sites on streams in West Bolton will be carried out by the Institut National de la Recherche Scientifique at a cost of $2,225.
