All the counsellors were present except Eddy Whitcher. Five citizens were present in person or on Zoom.
Permits and Regulations
Ten permits were issued for a total value of $49,000.
The town inspector will be responsible for enforcing provincial regulations regarding such things as fencing for swimming pools.
Infrastructure and Roads
The council authorized purchase of a section of Cousens Road that is privately owned.
This will enable the town to perform maintenance on the length of the road, as well as to apply for subsidies (since subsidies are not available for private roads).
Road work contracts were approved for Excavation LG, André-Paris, Excavation Normand Jeanson, and Excavation G.A.L., along with a bid for emergency replacement of culvert on Fuller Road from Excavation Normand Jeanson.
A bid was accepted from Quilliams Electric to replace the electric panels in Town Hall.
Municipal Governance
A new code of ethics for counselors was approved, along with a compensation plan.
The mayor will now receive $16,305 annually, while counselors get $5,435, along with approved expenses.
Drinking Water Plant
In response to a request from the Town of Brome Lake to enlarge and modernize its drinking water plant at 8 Bailey Road, the council asks for a formal, written agreement to be negotiated by the mayor and the director general.
Resolutions Presented to the Quebec Government
The council approved three resolutions to be presented to the Quebec government:
1) Temporary Foreign Workers
Demanding that the province reinstate the program for foreign temporary workers, in order to support the local economy.
2) Wetlands
Demanding that modifications to the laws regarding wetlands be discussed first with municipalities.
3) Route 202
Asking the Minister of Transport to fix Route 202 between Stanbridge and Bedford, to support heavy Route des Vins traffic.
Human Resources
The council approved the full-time hiring of Gaétan Champagne for road maintenance.
