The mayor and all councillors were present except Marie-Blanche Richer. There were 15 residents in attendance.
The meeting opened with a moment of silence in memory of John Rhicard who was actively involved in community service over a period of about 30 years.
Town Planning – 16 permits with a total value of $477,100 were issued in September.
Administration – West Bolton has engaged the services of Lea Laplante as Director General and Clerk Treasurer effective Oct 8. Caroline Chretien has been hired as Administrative Assistant and Receptionist. Both will undertake a short period of training. Contracts with legal advisor Cain Lamarre, and accountants were renewed. Philippe Barette will provide services as Building Inspector one day per week. Isabelle Perreault of St. Etienne de Bolton will provide additional services as Municipal Building Inspector if needed. Dog licenses can be renewed through an inter- net link with the Société pour la Protection des Animaux des Cantons or contact Town Hall for assistance.
Roads and Infrastructure: – The contract of Martin St. Jacques has ended effective Oct 4. New guard rails on a section of Bailey Road will be installed at a cost of $2900. The culvert replacement on Glen Road will cost $288,000. Work on this contract will be started only after receipt of a provincial subsidy.
Speed Limits on municipal roads – West Bolton has 39 named roads totalling 67 kilometres within the municipality. The new by- law 463-2024 on speed limits was approved. This bylaw lists the roads in 4 speed categories – 6 short, residential roads and cul de sacs – 30 km/hr, 18 residential roads – 40 km/hr, and 15 well-built roads used for travel across the municipality – 50 and 60 km/hr. The bylaw including all speed limits will be posted on the municipal website. Signs will be installed in the spring of 2025
